Cybersecurity awareness government - Municipality of Meierijstad | Phantom'sLab

Phantom’sLab in local government

  • Organization: Municipality of Meierijstad
  • Name: Kees van Rooij
  • Role: Cyber Mayor of the Netherlands
  • Why: We wanted to create more awareness around information security, both internally among employees and externally toward citizens and businesses. We were looking for a tool to kick off a new organizational awareness campaign that doesn’t feel traditional but is still effective in teaching.
“The perfect combination of fun and urgency. I recommend it to every organization that wants to take digital security seriously in an engaging way.”

Case summary

The challenge

We wanted to reach 40 to 50% of our workforce with information security training, but in a way that employees would voluntarily want to do. It had to go beyond traditional learning elements like phishing recognition. We wanted employees to truly understand the motivations and methodologies of hackers, so that awareness goes deeper than just following rules.

The experience

Instead of mandatory training, employees voluntarily entered a personalized digital game with video footage and photos of their own colleagues and even voice cloning of our mayor. The launch in March 2025 was supported by life-sized banners, popcorn with game tickets, and active internal communication.

The personalization with real Meierijstad elements generated much enthusiasm. The game and scoring element contributed to ongoing conversations about the game, with the final ranking regularly providing an opportunity for mutual evaluation. Notably, this training was recommended by many colleagues to other colleagues, which is quite exceptional.

The game focused not only on traditional learning elements but primarily on understanding hacker methodologies. Through this positive approach, the learning effectiveness is significantly higher than with traditional learning methods. Employees gained insight into social engineering, phishing patterns, and how hackers work systematically.

The outcome

Ultimately, more than 360 employees played the game. The combination of a modern gaming approach with personal elements created higher learning effectiveness than traditional training. The game not only created awareness but also higher engagement. Due to the positive word-of-mouth, the percentage participation among new employees is higher. The game is now a standard part of the introduction for new colleagues. Information security has been transformed from an abstract topic into a shared responsibility that truly sticks.
